Penny Spikes began her career with the Town of Westover Hills in a part-time position as the Assistant to the Town Administrator/Police Chief. She assumed her present position as City Secretary in March 2013. Penny assisted with the installation of the Town’s new accounting software and her current responsibilities include utility billing, payroll and accounts payable.
She received her Business Degree in 1999 and became a Licensed Trainer in 2003 with Certifications in Instructional implementation and Curriculum Design. She was previously employed for over ten years with Kaiser Permanente – first as a Training Coordinator and then as a Quality Assurance Analyst.
Penny also volunteers as a paralegal assistant at Legal Aid of Northwest Texas in her spare time.
