Joseph S. Portugal, PhD, ICMA-CM

Joseph S. Portugal was born in Dallas, Texas and graduated with a BA Degree in Sociology in 1977 and an MA Degree in Sociology from the University of Texas at Arlington in 1979, after serving 3 years in the U. S. Army. Mr. Portugal earned a PhD in Public and Urban Administration at the University of Texas at Arlington in 2016.

He has 29 years of experience in local government including city manager in seven cities in Texas. Joseph is an International City/County Management Association Credentialed City Manager (ICMA-CM) and a graduate of the Senior Executive Institute, Weldon Cooper Center For Public Service, University of Virginia.

For the last two years Mr. Portugal taught government and sociology as an adjunct instructor at Paris Junior College (2014-2016). Joseph and his wife, Paula, have two adult sons and are involved with Lamar County Meals on Wheels. During his professional career he was an active volunteer in various community agencies and service organizations.
